Why Medicare Advantage is Excluded
The administration is funding the $2 billion payout by drawing from the Medicare Improvement Fund, a fund legally designated by Congress to make improvements exclusively to the traditional fee-for-service (Original Medicare) program.
Because Medicare Advantage (Part C) plans are managed by private commercial insurance companies rather than the traditional federal fee-for-service model, its 35 million enrollees do not qualify for the refund.

Who Else is Skipped?
Beyond Medicare Advantage enrollees, the $90 rebate program also excludes several other groups:
• Low-income seniors: Anyone whose Part B premiums are already covered by Medicaid or state assistance programs.
